DRFA Flood Restoration

JLP Infrastructure has overseen the delivery of $55M worth of flood restoration projects, covering the entire project lifecycle for all tasks. These projects include significant landslide remediation works, road reconstruction and renewals, bridge abutment and approach restorations, bridge and causeway replacements, and betterment-funded projects.

South Arm Bridge Major Refurbishment

Client: Byron Shire Council

Value: $1.7M

Role: Project Manager / Superintendent’s Representative

JLP worked closely with the client to develop an approach to restore the aging iconic 65m timber bridge at Brunswick Heads. We managed the planning phase completing required engineering investigations and environmental assessments to develop an approach in consultation with the Cape Byron Marine Park Authority, NSW Parks and Wildlife Service and the community. The major works included replacement of 20 piles of 8 headstocks, 27 girders, 24 corbels, a new deck, a fully new connection and diffusing system, restoration of the steel cantilevered walkway, all completed while maintaining traffic flow and in an environmentally sensitive area and adding another 50 years of life the bridge.

Byron Creek Bridge Replacement

Client: Byron Shire Council

Role: Project Manager / Superintendent’s Representative

We managed the full lifecycle of this 40m bridge replacement project. JLP developed the concept design and undertook the engineering investigation and reporting work prior to completing a D&C tender process on behalf of the client. We then oversaw the delivery of the works as the project manager and Superintendent’s Representative. The project was completed on schedule and under budget.

Mullumbimby Recreation Grounds Car Park Upgrade

Procurement of Standing Offer Arrangements

Client: Byron Shire Council

Value: $25k

Role: Procurement and establishment of contracts

We assisted Byron Shire Council to establish 4 year panel supplier arrangements for the supply of Traffic Management services, the supply of spray seal, asphalt and stabilisation services, and the supply and delivery of quarried products. The project included the development of contract documentation and pricing schedules, and open tendering under section 55 of the Local Government Act. A total of 40 tenders were evaluated and 19 contracts formed.

Gilmore Crescent and Tennyson Street Upgrades

Client: Byron Shire Council

Value: $3.5M

Role: Design Management, Procurement, Contract Administration

JLP was engaged by the client to oversee the planning, design and delivery of these upgrades which improved traffic flow and connectivity, and services to the community through activating the newly constructed skate park and linking into the major Sandhills redevelopment and Byron Drainage upgrades. Our team worked closely with stakeholders to ensure minimal disruption to daily operations while delivering a more interconnected road network with increased amenity.

Myocum Road Safer Roads Program and Possum Shoot Road Intersection Upgrade

Client: Byron Shire Council

Value: $6.5M

Role: Project Manager

JLP managed the planning and delivery of a comprehensive road improvement program spanning multiple disciplines. Our scope included survey coordination, civil, structural, and pavement designs, environmental assessment, flood studies, land acquisition, and cost estimation for:

  • 3.7 km of road widening and stabilisation.

  • 6 major culvert extensions.

  • 2.4 km of road resealing.

  • 11 km of safety treatments.

The $2.2M Possum Shoot Road Intersection component included the construction of 660 m of new road, featuring a 400 m realigned section to improve sight distances at the intersection

Byrangery Creek Bridge Replacement

Client: Byron Shire Council

Value: $650K

Role: Project Manager

JLP delivered the design and construction of a flood-resilient replacement crossing for Byrangery Creek. We managed the D&C tender process, which resulted in a 12 m span precast concrete deck unit bridge founded on bedrock with grouted rock anchors. The project also included road approach works extending 50 m on either side of the creek.

Old Hume Hwy and Railway Tce Intersection Upgrade

Client: Wingecarribee Shire Council

Value: $1.4M

Role: Project Manager

JLP led the design and delivery of a major intersection upgrade connecting an RMS arterial road with two Council roads. The project involved realignment works, construction of a new bridge, and installation of traffic signals. Key responsibilities included:

 

  • Principal Contractor Procurement

  • Administration of construction contracts Superintendent’s Representative.

  • Ensuring quality, safety, and environmental compliance.

  • Overseeing electrical reticulation and power pole relocations.

We coordinated extensively with key stakeholders, including Transport for NSW and John Holland Rail, to deliver a safe, functional, and high-quality result.

Richmond Shire Stabilisation Package

Client: Richmond Shire Council

Value: $2M

We developed and implemented the contract for 2km of overlay and cement stabilization and sealing of the Flinders Highway and 3km of Richmond Winton Road in north west QLD. This National Disaster Relief & Recovery Arrangements (NDRRA) funded project improved heavy vehicle access along a critical haulage route that connects central Queensland to Townsville

JLP Infrastructure assisted in the delivery of approximately $10M worth of flood restoration projects, covering the entire project lifecycle for all tasks. These projects were predominantly road reconstruction and renewals, bridge abutment restoration works.

Blindmouth Creek Box Culvert

Client: Byron Shire Council

Value: $1.5M

Role: Project Manager

JLP managed the entire lifecycle of this project, which involved replacing a 15mm culvert and delivering 500 metres of associated roadworks. Our team developed the concept design, conducted the engineering investigation and reporting, and managed the detailed design phase before facilitating a construct-only tender process on behalf of the client. We then oversaw the delivery of the works, acting as both Project Manager and Superintendent’s Representative. The project included the installation of a five-cell 1.8m x 2.2m reinforced concrete box culvert (RCBC) to enhance flood immunity in the area, along with 500 metres of road renewal and intersection safety upgrades.

Durrumbul Causeway Replacement

Client: Byron Shire Council

Value: $1.4M

Role: Project Manager Services and Client Representative

This project involved the replacement of two causeways that had reached the end of their service life. In collaboration with the Department of Primary Industries Fisheries, which provided partial funding, the design process led to the selection of two 12-metre-span InQuik Bridges. This innovative solution enabled the removal of existing fish barriers, unlocking 5 kilometres of upstream waterway and significantly improving aquatic connectivity. The use of InQuik Bridges minimised on-site impacts during construction, which was particularly important as the sites were located in critical fish habitats supporting threatened species. JLP managed the grant process and facilitated close collaboration with Fisheries, overseeing the design and construction phases to successfully deliver the project.
